You may apply for inclusion in the postal voters list if you are living at home and you are unable to go in person to vote at a polling station by reason of a physical illness or a physical disability which is likely to continue for the duration of the register of electors in respect of which the application is made.

Postal Voters List - PV2
Provided you are registered as an elector, you may apply to be entered in the postal voters list if you are likely to be unable to go in person on polling day at an election or referendum to vote at a polling station because of the circumstances of your occupation, service, or employment.
If you are a registered elector participating on a full-time basis on an educational course of study at an educational institution in the State, and you are likely to be unable to go in person on polling day to vote at a polling station, you may apply to be included in the postal voters list.
If your application to be included in the postal voters’ list is granted you must vote by post and may not vote at a polling station.
