Draft Galway City Council Development Plan 2011-2017

Galway City Council has prepared a Draft City Development Plan for the City of Galway for the period 2011-2017. An Environmental Report and a Habitats Directive Assessment (Appropriate Assessment) accompany the Draft Plan.

The Draft Plan was on public display from Wednesday 3rd February 2010 until Wednesday 21st April, 2010, when members of the public had an opportunity to make submissions/observations.

Draft Development Plan Submissions

The Draft Galway City Development Plan 2011-2017 was on public display from Wednesday 3rd February 2010 until Wednesday 21st April 2010, when members of the public had an opportunity to make submissions/observations regarding the Draft Plan. A total of 305 submissions were received during the public consultation period.

Next Step

The City Manager submits a Report regarding the submissions received to the members of the Council by the 6th July 2010.

Section 12 (4)(b) of the Planning and Development Act, 2000 (as amended), sets out the requirements in relation to the preparation of a Manager's Report.

The Manager's Report must:

The Council members following the consideration of the Draft Development Plan and the Manager's Report can accept or amend the Development Plan. This stage should be completed by the 27th September 2010.

Section 12 (11) of the Planning and Development Act, 2000 (as amended) states that the Members shall be restricted to considering the proper planning and sustainable development of the area to which the Development Plan relates.

If the Draft Plan is materially altered (that is significantly changed), the amendments go on further public display for at least 4 weeks, during this time fresh comments on these changes can be made again by the public. Following consideration of any new comments, the plan is formally adopted by the City Council in January 2011 and becomes the official Galway City Development Plan 2011-2017 in February 2011.

What is the Development Plan?

The Development Plan is a blue print for the planning and development of the Galway City for the next six years. For example, it sets out where roads, water supplies, sewage are to be provided and it zones land for a particular purpose (housing, shopping, schools, industry, commercial etc.) This will affect what type of buildings can be constructed and the use to which land can be put. It affects many facets of daily economic and social life - where you can live, what services are available and where developments with job opportunities are to be sited.

The preparation of the new City Development Plan will take approximately two years and has to be adopted by January 2011.

The City Development Plan also includes development objectives relating to the control of use of buildings, reservation of lands, location and pattern of development etc.

The adoption of the final Development Plan is a function of the elected representatives of Galway City Council.

The planning authority has carried out a Strategic Environmental Assessment [SEA] as part of the review process and for this purpose, the planning authority has prepared an environmental report on the likely significant effects on the environment of implementing the new plan, and the provisions of Articles 13C to 13J of the 2004 SEA Regulations shall apply.

An Appropriate Assessment under the Habitats Directive has also been undertaken.
