Galway City Council issues warning about "Rates Consultants"

Galway City Council is aware that a number of businesses in Galway city have been contacted recently by a company advising them that they can negotiate a reduction of commercial rates on their behalf. This service is being offered for an upfront fee plus a percentage of any reduction negotiated.

Galway City Council advises businesses that they should exercise extreme caution before availing of this service as there are specific criteria that must be satisfied before a rated valuation can be amended.

The Valuation Office in Dublin determines the rateable valuation of a property. It is not possible to negotiate a reduction of rates with Galway City Council. The Council use the values set by the Valuation Office to determine the rates payable.

The Valuation Office must deem that a "material change" has occurred to a property before an amendment of rating can take place. Examples of material changes include alterations to the property itself or how the property is used.

It is possible for a ratepayer to apply directly to the Valuation Office if they feel that a material change has occurred. They may request a revision of rates for a fee of €250. It is not necessary to hire a third party to negotiate on their behalf. There is no guarantee that the rated valuation of a property will reduce after a revision. It may increase in some instances.
