Screening for Appropriate Assessment

Strategic Environmental Assessment Screening Report

Notice is hereby given pursuant to Section 13 of the Planning and Development Act 2000 (as amended) that Galway City Council, being the Planning Authority for the City proposes to make a variation of the Galway City Development Plan 2011 - 2017 in respect of the following:

The proposed variation relates to the need to amend and delete where appropriate direct references both in the Document and the supporting Map to the objective for a Galway City Outer By Pass (GCOB) In addition there is also a proposal to expand the existing objectives which relate to and supports the Habitats Directive, in particular Article 6 including sub Article 6(4).

The proposed variation will substitute the specific text references and road line reservations associated with the GCOB scheme with text that equally promotes and supports an infrastructural solution to the serious transportation problems currently experienced in Galway City, Galway Gateway and Environs.

It is necessary to vary the Development Plan to facilitate this change.

It has been determined following screening for Strategic Environmental Assessment in accordance with Article 13k of the Planning and Development (Strategic Environmental Assessment) Regulations 2004 (as amended) and Appropriate Assessment screening under Article 6(3) of the Habitats Directive, that a Strategic Environmental Assessment (SEA) and Appropriate Assessment (AA) are not required.

A copy of the proposed variation and SEA and AA screening determinations will be available for inspection at the Planning Department, Galway City Council, College Road, Galway during normal office hours (9:00am - 4:00pm, Monday - Friday) from Thursday 20th of November 2014 to Thursday 18th of December 2014 (both dates inclusive), and on the website at

Submissions or observations in regard to the proposed variation may be lodged in writing within the above said period and should be addressed to the Senior Planner, Planning Department, City Hall, College Road, Galway or by e-mail to These will be taken into consideration by the City Council before any decision is made with regard to the proposed variation.

For convenience, the proposed variation to the Galway City Development Plan 2011-2017 will also be available for inspection at the following locations during the above specified time period.
