A survey conducted on behalf of the Department of the Environment in 2001/2002 indicated that the proportion of local authority housing stock which had central heating was significantly below that of the rest of the Irish housing stock.
Following on from this a new Central Heating Programme was introduced nationally, under which €12 million was provided in 2004 and €30 million being provided in 2005.
The City Council installed central heating facilities in 42 dwellings in 2004 and has incorporated the provision of central heating to 130 dwellings each year over the remaining period of the Housing Action Plan.
