Under section 39 of the Waste Management Acts, 1996 - 2003, Large Scale Waste Facilities must have a Waste Licence from the Environmental Protection Agency (EPA) .
A number of activities are exempt and instead require a Waste Facility Permit issued by a Local Authority.
Waste Facility Permits are issued for smaller Waste Management Facilities such as:
Galway City Council issues Waste Facility Permits under the Waste Management (Permit) Regulations 1998. The regulations lists the activities subject to Waste Permit (Article 4).
It is an offence to deposit waste in a facility that does not have a relevant Waste Permit or Licence.
Permitted facilities undergo routine inspections and must adhere to strict codes of practice.
Galway City Council keeps a Regsiter of all Facilities that have been issued with a Waste Facility Permit.

The application and all associated information are available for inspection at the offices of the Environment Section, Galway City Council. Any person can make a written submission in relation to a Waste Facility Permit application.
Galway City Council must allow 21 days to elapse between the receipt of the application or additional information requested, and the grant or refusal of the permit.
