Galway City Council, in partnership with CENA Approved Housing Body, today officially launched the Bóithrín na Saoirse Traveller Specific Group Housing scheme at Circular Road, Galway (Tuesday 11, November 2025).
Bóithrín na Saoirse was officially opened by Deputy Mayor of the City of Galway, Councillor Alan Cheevers, and Mr Éamon Ó Cuív, former Galway West TD and Deputy Chair of the Joint Oireachtas Committee on Key Issues affecting the Traveller Community.
The development at Bóithrín na Saoirse consists of five newly built homes for Traveller families and represents a successful collaboration between Galway City Council and CENA, the Traveller-led Approved Housing Body. The partnership introduced a fresh approach to delivering Traveller-specific accommodation in Galway City – one that placed Traveller voices at the heart of the process. Families were actively involved in designing the homes, with the shared goal of creating sustainable housing within a stable, welcoming community.
Design of the housing scheme was led by Desiun Architects, and construction was completed by Pat Loftus Construction Group in July 2025.
The development involved the demolition of the former halting site, and construction of five new energy-efficient, modern homes. The five properties have been tenanted since August 2025.
The development at Bóithrín na Saoirse is considered unique in a number of ways:

Full engagement with residents from the outset (mediated on a Traveller-to-Traveller basis) meant that all the needs and aspirations of residents were taken into account, and all concerns dealt with.

A full engagement with the design team (again mediated on a Traveller-to-Traveller basis) which resulted in a culturally-appropriate outcome. This meant that Travellers were actively involved in design – not just ‘consulted’ about design.

Trust and understanding that was built up over the years has contributed to a strong sense of ownership and pride amongst the families involved.
Mayor of the City of Galway, Cllr Mike Cubbard, said; “As someone from this local area, I’m especially proud to see this new development at Bóithrín na Saoirse become a reality. It’s a project that shows the real impact of working together - with families, the Traveller community, Galway City Council, and CENA all playing their part. These new homes represent not just bricks and mortar, but stability, respect, and opportunity for families to thrive. It’s a great example of how inclusive, community-led housing can make a lasting difference in people’s lives and in our city.”
Speaking about the new Traveller housing scheme, Leonard Cleary, Chief Executive, Galway City Council said, “I’m delighted to see the opening of this new development, which is the first of its kind in Galway City.”
He added “This initiative, and the process involved, will provide a model for the future provision of sustainable Traveller appropriate housing, that recognises identity and distinct culture in a meaningful way.”
Brian Dillon, CEO, CENA Approved Housing Body said; “The homes here (and especially the process involved in their development) provide a pointer to future provision of sustainable Traveller accommodation that recognises identity and distinct culture.”
He added “Above all, it shows that people do not have to be marginalised, excluded or ‘hidden away’ to recognise and celebrate diversity. CENA are committed to bringing the lessons learned from the Galway process to other communities across Ireland.”
