Galway City Council is to introduce a new rates waiver scheme targeting long-term vacant commercial properties across Galway City.

The proposed Vacant Property Scheme will provide a 100% rates waiver in the first year to qualifying businesses opening in premises that have been vacant for more than one year. The waiver will reduce rates by 50% in the second year and 25% in the third year, only reverting to full commercial rates payments in year four.

The proposal was approved by the Elected Members at the plenary meeting of Galway City Council on 12 October 2026.

The scheme is intended to encourage the productive reuse of vacant properties, support new and expanding businesses, and increase activity in the city centre and neighbourhoods across Galway City.

It will focus on businesses that contribute positively to the vibrancy and range of services available in the city and local communities. Examples may include clothing and shoe shops, bookshops, creative industries and circular-economy businesses. Certain business types, including vape shops and phone shops, will not qualify under the proposed scheme.

The motion forms part of a wider effort by Galway City Council to tackle long-term commercial vacancy, encourage greater footfall and support the diversity and long-term sustainability of Galway City’s business community.

Chief Executive of Galway City Council, Leonard Cleary said; “We welcome the support of Elected Members for a measure that will breathe new life into vacant commercial properties across Galway City. This scheme is about encouraging the right mix of businesses and retail, increasing activity and footfall, and supporting thriving streets and communities throughout the city. It also aligns closely with the new Galway Retail Strategy and emerging Economic Development Strategy developed jointly by Galway City Council and Galway County Council.”

Helen Kilroy, Director of Finance said; “Opening a business in a property that has been vacant for more than a year requires commitment and significant investment. This waiver will provide qualifying businesses with meaningful support during the crucial early years, while also helping Galway City address commercial vacancy in a financially responsible way.”

Galway City Council will now progress the detailed terms and eligibility requirements for the Vacant Property Scheme. The scheme remains subject to the adoption of the relevant funding provisions through the Council’s Budget 2027 process.

Proposals for Budget 2027 also include an expansion of the Shop Front Enhancement Scheme for independent retail and hospitality businesses. The scheme supports measures including repairs, painting, bilingual signage, accessibility improvements, decluttering, works to protected structures and collaboration with local artists.

Full details of the Vacant Property Scheme, including eligibility criteria and how to apply, will be communicated directly to Galway City businesses in the new year.
