Publication of Housing Delivery Forum Report Sets Out Clear Roadmap to Accelerate Housing Delivery in Galway

Galway City Council, Galway County Council and the Department of Housing, Local Government and Heritage have today published the report of the Housing Delivery Forum, held in Galway on 12 November 2025.

The Forum, facilitated by Genesis, brought together senior representatives from local authorities, State agencies, utilities, approved housing bodies, developers, financial institutions and community organisations to identify practical, collaborative actions to accelerate housing delivery across Galway City and County.

The report finds that Galway has significant capacity to increase housing supply, with land, policy ambition and organisational commitment already in place. However, it concludes that housing delivery is being constrained by a fragmented delivery system, particularly in relation to land activation, infrastructure provision, planning coordination and governance.

Commenting on the publication of the report, Leonard Cleary, Chief Executive of Galway City Council, said:

“This report clearly shows that Galway’s housing challenge is not a lack of ambition or opportunity, but the need for a more coordinated and integrated delivery system. The Housing Delivery Forum demonstrated a strong commitment across the public and private sectors to work differently, and the recommendations provide a practical roadmap to unlock delivery at the pace and scale that our communities need.”

Liam Conneally, Chief Executive of Galway County Council, added:

“What is most striking in this report is the level of alignment across all stakeholders. There is a shared understanding that collaboration, early infrastructure delivery and unified governance are essential if we are to turn Galway’s significant capacity into homes on the ground. Galway County Council is fully committed to working with our City Council colleagues and delivery partners to progress these actions.”

Key recommendations in the report include the development of shared, integrated masterplans for Galway’s key growth areas; the establishment of a Joint Galway City and County Housing Office to provide unified governance and coordination.  The report also highlights the importance of predictable multi‑annual funding, digital planning tools, and early, visual community engagement as critical enablers of delivery.

The Forum’s recommendations align closely with the Government’s Delivering Homes, Building Communities Action Plan 2025–2030 and set out a clear pathway for moving from fragmented processes to a coordinated, system‑wide approach to housing delivery in Galway.
