Variation No. 4 - Galway City Development Plan 2023 - 2029

Notice is hereby given pursuant to Section 58(7) of the Planning and Development Act 2024 that Galway City Council, being the Planning Authority for the City, propose to make a variation to the Galway City Development Plan 2023 – 2029 in respect of the following:

Proposed Variation No. 4: Amend the Galway City Development Plan 2023-2029 to: 

  1. change the land use zoning of Galway City Council owned lands that formerly operated as a Tourist Office in Salthill, 
  2. change the land use zoning of lands in Ballinfoile to support the provision of a new fire station site, and
  3. add a specific objective in relation to the Old Galway Waterworks site adjacent to Dyke Road and the N6 accommodate tourism related commercial activities.

The Proposed Variation is accompanied by:

  • A Strategic Environmental Assessment (SEA) Environmental Report (including an SEA screening determination) under the European Union (Land Use Planning – SEA) Regulations 2025
  • An Appropriate Assessment (AA) Report and associated AA screening determination in accordance with Part 6 of the Act; and
  • A Strategic Flood Risk Assessment Report in accordance with the requirements of Section 28 Ministerial Guidelines “The Planning System and Flood Risk Management Guidelines for Planning Authorities” (2009).

The public consultation period runs from of Friday 18th September 2026 to Thursday 15th October 2026

Submissions can be made:

  • Using the online submission portal following registration at consult.galwaycity.ie
  • By post to Senior Planner, Planning Department, City Hall, College Road, Galway, H91X4K8.

Submissions and observations should be made in one medium only i.e. via the consultation portal or via hard copy by post. All submissions or observations received within the period specified will be taken into consideration by Galway City Council and are publicly accessible before any decision is made in relation to Proposed Variation No. 4. The closing date for receipt of written submissions or observations is Thursday 15th October 2026 at 4pm.

Notice of Determination in Respect of Screening for Appropriate Assessment of Proposed Variation No. 4 to the Galway City Development Plan 2023-2029

Galway City Council has undertaken Appropriate Assessment Screening and has determined, pursuant to the European Habitats Directive (92/43/EEC) and Section 202 of Part 6 of the Planning and Development Act 2024, as amended, that any likelihood of Proposed Variation No. 4, either individually or in combination with any other plan or project, having any significant effect on any European site can be excluded in view of the conservation objectives of the habitats or species for which these sites have been designated. Therefore, Stage 2 AA is not required for Proposed Variation No. 4. The Screening for AA Determination has been informed by a Screening for AA Report – both documents detail the reasons for the determination and accompany the Proposed Variation, and are available alongside Proposed Variation at:
